The concept of the emergence of World Government at the turn of 2100

Introduction
The beginning of the XXI century clearly reflected the onset of a new historical stage in the development of all mankind, during which cardinal transformations of the global space are observed. This stage is determined by the natural laws of the passage of time, in which changes in the foreign and domestic policies of states that make up a single system of the world arena are recorded. It is a generally recognized fact that the institutions of international law are gradually losing their strength in the light of current events, increasing the importance of national law and its increased predominance, which significantly changes the geopolitical situation. Of course, the foundation of these processes are: 1) historical patterns; 2) changes in the environmental situation; 3) gradual exhaustion of strategically important earth resources; 4) a radical change in socio– cultural values; 5) an increase in the number of earthlings; 6) scientific breakthroughs in the development of new types of energy sources and space. Naturally, the grounds are the result of the active diverse activities of the states of the world, which is summed up by a significant confrontation of the interests of the latter. During the confrontation, significant problems and shortcomings in interstate relations become apparent, which actualizes the question of the effectiveness of the institutions of peaceful mutual existence.
The world order has determined that the main instrument for the settlement of international relations between States is the United Nations with its sub-organizations, which, formed after the Second World War, served as a guarantor of preventing the recurrence of armed conflicts and aggravation of the situation between States. However, the temporary display clearly indicated the inefficiency of this tool, which is especially relevant at the present time. Evidence of this is, as a single example, the countries of the Middle East that are in irreversible destruction, as a result of actions unauthorized by a UN Security Council resolution, at one time by a number of states; economic sanctions and blockades against the states of the world; the purposeful formation of terrorist organizations, as well as the aggravation of the domestic political situation of underdeveloped countries by hidden states – aggressors; the untimely call of States for the peaceful settlement of disputes, as well as the prevention of the use of force or the threat of force. Awareness of the highly unstable world situation forced states to increase their military potential. It would be absolutely correct to indicate that the ineffective ability of the UN to regulate interstate relations comes from the very essence of the concept of a state with absolute sovereignty and independence.
Currently, there is a trend of the development of a multipolar world and the gradual extinction of biopolarity, which is an ambiguous process in general. The historical analysis of the tense biopolar world of the XX century shows that multipolarity is a risk for the emergence of new essential conditions for conflicts, both of a geopolitical and socio–economic nature, because a counter-hegemonic alliance will be formed, during which each representative will defend his own or group interests, which can also give rise to the division of a single alliance into sub-alliances.
Regardless of the establishment of a separate organization for the regulation of international relations like the UN, the result of the activity will always be similar.
Based on all of the above, the concept of the formation of a world government in the near future, namely at the turn of 2100, as a result of objective historical events, circumstances that humanity will survive, is substantiated. The ideas of the concept of a global control device have been mentioned from the time of Chinese, Indian and Greek philosophers to the present. In our opinion, the existence of a single world government, which has the territory of the entire globe under its control, is a way to solve urgent world problems in all spheres. Thus, the purpose of the research of this science fiction work is the concept of the emergence of a world government at the turn of the 22nd century.

Historical development of the concept of world government

Throughout the existence of mankind, the process of the emergence and disappearance of states with various devices and forms of government has been observed. Scientists, philosophers and thinkers who lived in the corresponding periods analyzed the essence of the concept of the state and its significance for the population, and the first works that formed the basis of the modern concept of the state were written by the ancient Greek philosophers Aristotle – “Politics” and Plato – “The State".
In turn, the first mention of the concept of cosmopolitanism was by the ancient Greek philosopher Diogenes, who was a propagandist of asceticism and considered himself a “citizen of the world". The idea of “citizen of the world” was borrowed by the non-profit organization World Government of Citizens of the World, issuing passports for entry into other countries, however, most countries of the world did not recognize the legal force of this document. Further, in the XIV century, the idea of a single universal monarchy of the whole world in his work "On Monarchy" was expressed by the Italian philosopher Dante Alighieri, arguing that eternal peace is possible only in a world empire, headed by a supreme monarch gifted by God. In 1623, the French political writer Emerick Kruse, famous for his work “The New Kiney”, expressed in it the idea of creating an international peace body consisting of representatives of many countries. In 1795 Immanuel Kant published the work “Towards Eternal Peace”, which is one of the priceless of his time, where the idea of a confederation of free states observing uniform international laws is raised, and at the same time Kant rejects the idea of a world government, attributing it to unrealism and the onset of world tyranny. Later, namely at the end of the XIX - the beginning of the XX century, the ideas of “scientific racism”, as well as the “superiority of the white race” in the European thought of the world order were observed, which is characterized by their historically well-known colonial policy. In the 1930s, the formation of the world federalist movement appeared, which advocates the strengthening of democratic world institutions. This movement was concerned about the creation of the UN on the basis of the League of Nations, which showed its inefficiency, resulting in the First World War. As a result, supporters of the movement demanded that the UN be reorganized into a universal federation of states with the authority to control weapons, and thereby renounce to states the sovereign right to use force and the threat of force, as well as the right to wage wars. Later, after the collapse of the USSR and the departure of the communist system into oblivion, over the past 30 years of independence of the post-Soviet countries, it became clear that social equality was the cornerstone in the objectively necessary functioning of human society. In 1944, Hans Kelsen's book “Towards Peace through Law” was published, which dealt with issues of international law and the strengthening of the role of the International Court of Justice and its jurisdiction. Scientists from the University of Chicago , led by Robert M. Hutchins , created “A preliminary draft of the world constitution” and published it in 1948, where they expressed the idea of a world federal republic in charge of which all the mechanisms assigned to the natural state would be. In 1958, the work “Through World Law to Universal Law” was published by G. Clark and L.B. Zon, where the draft constitution of a hypothetical world federation was also considered. In 1995, the press service of Stanford University published the work of David Held “Democracy and World Order”, which examines the idea of cosmopolitan democracy, which should become the highest organizational form of the world.
Currently, there are no prominent research novels in the field of the theory of the development of world government, but the process of forming all the “favorable conditions” for the formation of a new global order by the beginning of the XXII century begins.

The foundations for the implementation of the concept of world government by 2100

The current global situation in all spheres of state relations, environmental and natural resource security, general scientific and research breakthroughs, the increase in the world's population, the rethinking of new socio–cultural values by society groups are the cornerstone of the emergence of a world government in the near future. It is advisable to analyze each element in detail as follows.

Geopolitical changes on the world stage clearly marked the beginning of the process of changing the course of history in terms of the concentration of the poles of forces. At the same time, the institutions of international law began to prove their ineffectiveness of the peaceful settlement of disputes between States and the implementation of the principle of non-use of force and threat of force. The United Nations, formed in 1945, after the Second World War, actualized the shortcomings of its mechanism of existence, repeating the mistakes of its predecessor, the League of Nations, which was created as a result of the end of the First World War and abolished as a result of the failure to achieve its goal in terms of disarmament, prevention of hostilities and ensuring collective security. It should be emphasized that the founders of both organizations are the victorious countries of world wars, which reflects the problematic nature of the mechanisms of the UN subinstitutions, because permanent members have an absolute right of veto. The right of veto provides an opportunity for a permanent member to commit an internationally wrongful act and avoid punishment by rejecting the adoption of a UN Security Council resolution regarding the involvement of a special contingent of armed forces to resolve the conflict.
The first signs of the inefficiency of the organization began to be observed starting from the 60s of the XX century, when during the Cold War there was a Caribbean crisis that almost marked the Third World War, but this time with the use of the nuclear potential of the two world powers at that time, the USSR and the USA. The next historical fact, during which it was finally confirmed that the UN would not be able to cope with the events of the realities of the 21st century, was the illegal military campaign of NATO led by the United States against the countries of the Middle East, which violated the basic principles of international law, treaties and conventions. The result of which was:
a) The invasion and war in Afghanistan in the period from 2003 to 2014 (the first stage) under the pretext of "fighting terrorism", during which the international community condemned the killing of unarmed civilians by NATO troops, especially the UK. It should be noted that not a single representative of the political leadership of the West has been brought to justice.
b) In 2003, a bloody war began, which lasted until 2011 in Iraq. During the war, the United States used chemical weapons, in particular white phosphorus and depleted uranium by NATO countries. A gross violation of the Geneva Conventions has been recorded, as a result of the disconnection of the city of Fallujah from water, electricity and food supplies during Operation "Ghost Rage". In the same way, the use of incendiary weapons against civilians was recognized, and thus a violation of Additional Protocol II of the Geneva Convention. It should be emphasized that the International Criminal Court has stated that it will not take any measures against the UK, given the existence of documented facts of war crimes by British troops.
(c) The 2011 Libyan intervention demonstrates unacceptable acts of “humanitarian” bombing of civilians. In total, 63,000 civilians were killed by Nato bombing of Libya and hundreds of civilian infrastructure facilities were destroyed. It is noteworthy that the adoption of the UN Security Council resolution number 1973 actually approved the invasion of NATO forces into a country in North Africa under the pretext of protecting civilians, which indicates irrationality and bias on the part of the organization. It is well known that the UN Security Council referred in the resolution to stopping the civil war, which was caused as a result of the support of the United States, the Arab League, and the EU for the Transitional National Council in Libya, whose actions were inherently illegal, as they undermined the sovereignty of the state and committed a number of “revolutionary” acts.
d) In the same way, it is advisable to mention the illegal, without UN Security Council authorization, NATO bombing campaign in Yugoslavia under the pretext of “humanitarian intervention”.
The above-mentioned historical facts are only isolated, along with all conflicts of an international and non-international nature, the settlement of which has not been objectively achieved by UN mechanisms.
The special military operation of the Russian Federation in Ukraine is also caused by the financing and support of pro-Western forces of anti-Russian sentiments, which made a springboard in the territory of post-Soviet Ukraine for NATO allied forces to test their weapons. The untimely due response of the international community, led by the UN, to the period of military operations against the LPR and the DPR by the Armed Forces of Ukraine for many years, in the same way served to aggravate the entire conflict on the continent. The failure of the UN as a preventive regulator of conflicts has led to an aggravation of the global economic crisis, which was already caused by the COVID–19 pandemic.
In our opinion, in the next half century, if the organization is not reformed, then there will be a chance of a Third World War. After all, even now there are attempts to expropriate territories by starting armed conflicts on the territory of the latter, an example is the previously mentioned countries of the Middle East, whose earth resources are strategically important, namely oil deposits and other precious resources.
A number of countries of the world clearly support the initiative to reform the UN, including the Security Council, as evidenced by the speeches of representatives of India and Japan at the 77th UN General Assembly.
Urgent and comprehensive reforms are associated with the inability of the UN to be the cornerstone in regulating the peaceful coexistence of States. In the same way, as in the case of the League of Nations, there is a biased attitude towards individual States, where the inconsistency of condemning the actions of the latter and making a fair decision on the fact of violations is recorded.

Environmental safety

The continuous industrial activity of mankind causes irreparable damage to the ecology of the entire globe. There is an extinction of rare species of animals, the disappearance of unique species of flora, which causes the deterioration of the gene pool, as a result of changes in natural areas by human activity. Irrational deforestation, pollution of the atmosphere with harmful gases, earthen soil with waste, as well as water with waste, oil and destruction of the ozone layer leads to unsuitable living conditions on Earth by 2100. There is a melting of permafrost, which increases the level of the world ocean above the ground and many cities, if not countries, will soon begin to go under water. In the same way, there are frequent natural disasters that shake the world: floods in Europe, Crimea, China, forest fires in Turkey, monsoon rains in India, earthquakes in Japan, winter storms (“Uri”), etc. All these processes are alarming and may indicate that there is a possibility of displacement of tectonic plates, which is evidenced by the expansion of the Atlantic and the narrowing of the Pacific Oceans. According to the research of scientists, there is a possibility of “sinking” many European cities. The above-mentioned natural disasters are justified by global warming caused by the greenhouse effect, as a consequence of human activity. The described dynamic process may soon make most of the globe uninhabitable for people, which will contribute to the outbreak of new wars, but already for hegemony over territories with the most favorable conditions for life.

Natural resource security and population growth on Earth

Every year the population of the Earth is increasing at an incredible rate, due to the continuous scientific and technological progress, the creation of favorable, comfortable living conditions for humans.
According to the UN report, as of the end of 2022, the world's population exceeded 8 billion. at the same time, the population is projected to reach 10.4 billion by 2080. human. This growth rate leads to the fact that in the near future, at the turn of 2100, there is a high probability of a global food crisis, because natural resources are being consumed at an incredible rate in order to meet human needs. Proof of this is the FAO report "The Future of food and agriculture: trends and problems", where the Director General of the organization cited the fact that half of the forests that once covered the Earth have already been cut down, as well as the number of hungry people around the globe is around 600 million. A person, not excluding that the number may be much higher.
The inability of the Earth to restore reserves of resources in parallel with the rate of their consumption leads to the rapid depletion of the latter, which leads to the destruction of entire ecosystems, soil degradation, the destruction of living organisms, a decrease in plant fertility and lack of food and water.
Failure to rethink the global food insecurity by world leaders can lead to starvation, and then to the extinction of half of humanity, the transformation of once fertile lands into a desert area and thereby the onset of a global crisis, where people will begin to fight, represented by states for every piece of fertile land.

Over the last 70 years of the existence of mankind, STP in all spheres of public relations has radically changed life on Earth.

Space achievements

Exactly 61 years have passed since the first flight of a man, Soviet cosmonaut Yuri Gagarin, into space to the present. During this period, space exploration activities began actively: the launch of artificial satellites, the creation of space stations, as well as the exploration of other planets. At the moment, the countries of the world are actively working on the exploration of Mars, during which the possibilities of building colonial bases on its territory in the near future are revealed. In the same way, it should be mentioned that there are individuals whose goal is to try to send people to Mars and explore it by 2025, for example, Elon Musk, who has one of the most modern companies in the field of space exploration, SpaceX, along with Roscosmos. Whether the head of SpaceX will be able to achieve this goal will be confirmed by time, but it is extremely important that, in accordance with the principle of historical regularity, the first flight of a group of people to Mars is possible by 2060, given the active activity of mankind to achieve this seemingly quite real goal.

Technological advances

The beginning of the XXI century was marked by an active start to improve the products of technological activity, that is, the global era of digitalization has begun, which at the moment, despite various factors, is at the peak of its existence. Automotive and aviation engineering, the development of robotics, high-tech household appliances, the worldwide spread of the Internet, etc. serves to radically change the way people exist in all spheres of public relations.
At the moment, all countries of the world are actively developing robotics in order to increase efficiency in production, as well as to replenish the workforce in case of its shortage. A successful country in this regard is Japan, or as it is also called “the country of rising robots”, because society has achieved success in automating some production processes by replacing people.
In the field of providing and distributing the Internet throughout the globe, SpaceX has distinguished itself by gradually implementing the Starlink global satellite system, the completion of which will affect the development of every corner of the Earth at a rapid rate.

Achievements in the field of armament

It is well known that the global political situation is at a “hot” peak, which forces states to develop and master new types and types of weapons, focusing on nuclear equipment, which is certainly a negative phenomenon. The world precedent associated with the atomic bombings of Hiroshima and Nagasaki is the cornerstone of the likelihood of a repeat of the terrible events of that time.
The Russian Federation is currently the only world power with unique and inimitable weapons at the moment. It should be emphasized that in this way the principle of “checks and balances” is preserved, which by the 20th century began to lose its relevance. Nevertheless, a number of countries such as North Korea, China, India, Western countries, the United States, etc. are increasing their military potential by conducting active military tests.

New socio – cultural values of humanity

The capitalist system is the cornerstone of the universe, which naturally carries advantages and disadvantages. The advantages are new free market relations, the right of private property, the possibility of realizing one's desires, etc., but of course through money, which is a minus, unlike the social system, which existed only for almost the entire last century and was a guarantor for every citizen for a secured carefree future. Human life began to devalue, turning into a unit of exploited labor, turning people into “slaves". High human spiritual and moral values began to sink into oblivion. As a result of capitalism, increased expenditures of earth resources, the release of more greenhouse gases, the destruction of ecological environments, etc. began to be observed through the construction of chicken factories and factories, testing of chemicals and their leakage.

The essence of democracy, the savior of all mankind, once represented by Aristotle, began to gradually turn into the essence of anarchy, which, undoubtedly, could lead to chaos and new local wars, the disappearance of many states from the face of the globe by the beginning of the 22nd century.


The concept of the emergence of World Government at the turn of 2100

The historical development of the idea of world government by scientists, philosophers, and politicians throughout the history of mankind has been aimed at the possibility of the emergence of the latter in a certain time period of our existence. In our opinion, in modern realities, taking into account the situation around the world, briefly analyzed in the previously mentioned grounds actualizes the emergence of a unified global governance in the next century. In turn, from our position, two cases of the emergence of a World Government will be justified in the following paragraphs:

I. The concept of the emergence of a World Government as a result of the Third World War;

II. The concept of the emergence of a World government as a result of the global ecological crisis and the establishment of colonial systems on Mars.

I. The concept of the emergence of World Government as a result of the Third World War

The 20s of the XXI century clearly reflected that the world political situation is in an even greater state of tension, the probability of detente of which is not possible. The world has acquired the status of a bipolar one, which is gradually forming into a multipolar one. The two camps, represented by the United States and NATO on the one hand, as well as the Russian Federation and allied forces on the other hand, smoothly began to move into almost open confrontation, as evidenced by the current situation in Eastern Europe (Ukraine). The institutions of international law have lost their force, and the passage of time increases the likelihood of the use of nuclear weapons, which will turn into a global irreversible catastrophe.
In our opinion, the next 80 years of the course of history create the likelihood of the outbreak of a Third World Nuclear War, which will be final for the dynamic process of human development, as a result of which a historical event will begin, which will be called the "Great Lull" by the next generations.
The main cause of the war will be an active struggle for the earth's resources and the earth itself on the part of the world powers. As a result of the conflict, most of the earth's surface will become uninhabitable, thereby turning into a wasteland, being in which it will be impossible for life. Most likely, the consequences of the war will affect all continents on the planet, and a large land surface will go under water, due to natural disasters caused by powerful explosions. The global ecology will be catastrophically changed, the very conditions of existence on Earth will change.
The remaining population of the Earth, as well as the surviving states, will be forced to unite to strengthen the surviving material and technical base. Governments will be forced to focus on creating special protective domes from the external consequences of the disaster. Many States will not be able to implement this and will disappear in the wake of their predecessors. In the post-war period, a rethinking of the ideology of the universe and coexistence between people will begin. The surviving States will begin to establish communication routes with each other through scientific research, bypassing the existing radiation hazards. The adapted states will create a single Council, the purpose of which will be to build the future global development of mankind. After the first decade of post–war time, the participating States realize that due to the lack of terrestrial resources, each State separately has the need to pool resources, but most States will refuse this initiative because of possible unfairness in the exchange of resources. The leaders of individual states will propose the unification of all existing states into a single whole, in order to preserve the human species. After a short time, an internal referendum will be held on the territory of each participating state on the proposal to unite with the allies into a single state. The result of the vote will be the consent of the dominant percentage of the population of each state on the reorganization of states into one state, after which a World Government will be created by the decision of the Council on the basis of referendums, which will happen at the turn of the 22nd century. The global state will have its own system of authorities, as in the classical variation of the theory of state and law: legislative, executive and judicial, the political system will be democratic. The legislative branch of government will be a "Senate" consisting of representatives of the united states, who will be elected every 5 years, in addition to the main goal of passing laws, they will be entitled to elect the head of the World Government for a period of 5 years, without the right of extension, but with the right of re-election. The powers of the Chairman of the World Government will consist in choosing the right course for the development of the surviving humanity. The judicial system will consist of the World Supreme Court and lower courts on the territory of the united States. It is noteworthy that a single legislation and order will operate on the territory of the entire global state. In turn, the prevailing regime will be democratic.
 

The spiritual and cultural values of the generation that survived the war will change dramatically. People will begin to take care of nature, build strong bonds of relations on the principle of "man–to-man - brother". In general, the consequences of the war will be the starting point for the progressive development of a new beginning of humanity.
Humanity will do its best to prevent the future occurrence of a repetition of the once global conflict.
The main goal of the World Government will be to create all conditions for comfortable, safe and peaceful living of the entire population, as well as to reflect external dangers in the form of natural disasters by strengthening the protection systems of the "domes". The "dome" will be the only condition for the continued existence of the state, because the ozone layer of the Earth will lose its necessary density over time and the UVF will become even more powerful than ever. New sources of energy will be "nuclear voids" and solar energy, because there will be no other sources left.
The emergence of a World Government as a result of the Third World War will be the beginning of a new stage in the development of humanity as a race of deeply conscious beings.

II. The concept of the emergence of a World Government as a result of the global ecological crisis and the foundation of colonial systems on Mars

Civilizational progress, the development of new technologies, outer space, an increase in the number of people on Earth – all this leads to a rapid depletion of terrestrial resources, an irreversible change in the negative side of the entire surface of the globe.
In this concept of the emergence of a World Government, the option of avoiding a nuclear Third World War and the onset of a global environmental crisis and the colonial exploration of Mars will be the justification.
At the turn of 2100, the global environmental situation will be irreversibly negative. There will be a global heat wave on Earth, as a result of which the ozone layer around the Earth will lose its necessary qualities to protect against UFL, the atmosphere and ocean waters will be heavily polluted, once fertile soils will become lifeless deserts and there will be a shortage of fresh water. Many continents or parts of them will sink under the waters of the world ocean, and permafrost will thaw. Many states of the world will simply cease to exist, their populations will be forced to move to the most favorable lands, which will cause a reaction of the local population and local conflicts will begin. The world will plunge into darkness, created by humanity itself, and a global crisis will begin. Each state will be aimed at self-preservation, borders will be closed, and there will be no mercy for those fleeing, as a result of which the so-called "natural selection" will begin. In the same way, the population of the Earth will sharply decrease at times.
In parallel with the onset and during the global crisis, humanity will actively pursue the colonization of Mars. It should be emphasized that only spaceships of highly developed states will make expeditions, as a result of which it will be possible to relocate part of the population and create an autonomous colony.
It will be necessary to ensure the food security of the colony, therefore, active research activities will begin to adapt the conditions of the planet to life. As a result of the joint efforts of scientists, a "beam generator" will be erected, capable of feeding on solar energy to form a dome above and below the surface of Mars, which simulates the Earth's ozone layer with the function of protection from external hazards. Thus, favorable conditions will be created on the existing base of water crystals in the ground soil to create an "oasis of life" on the red planet. With the creation of all favorable living conditions, the formation of a power – subordinate hierarchy in the state will begin. As a result, a highly developed and technological state is formed. The government of the "red" state will decide to suspend flights to Earth and prohibit the departure of spacecraft, but interplanetary communication will remain.
Meanwhile, only a few states will remain on Earth that have preserved their integrity due to their favorable physical and geographical location. An analysis of the external departments of each of which will understand that there are all the necessary resources for survival, but on the territory of each state separately. As a result, the negotiation process between the states will begin, which will result in the first unification of a part of all states into an "Alliance", the purpose of which will be effective cooperation in the field of food and resources. This will be the first step to get out of the situation of the global crisis. Over the next ten years, all states will be members of one "Alliance" that will establish supply links. However, there will be an unfair distribution of resources by the members of the union in relation to each other, where everyone is trying to ensure their safety. Based on this, a number of progressive representatives of the remaining states will propose the unification of states into a single republic. After a certain time, the idea, which was not warmly received once, will be approved, and the result will be the creation of a global democratic republic. The world government created as a result of common efforts will be aimed at preserving the existing fertile soils and earth resources. The world republic will have its own system of classical governance: legislative, executive and judicial. The legislative body will consist of representatives of formerly independent states and their mission will be the adoption of uniform laws, as well as the election of the head of the world state. Uniform legislation will be in effect throughout the territory and the government's activities for the first decades will be aimed at restoring a favorable environment.
The news from Earth received by the message stations on the red planet will lead to the beginning of the negotiation process on the resumption of interplanetary flights. As a result of the resumption of communication routes, there will be a need to develop appropriate regulatory legal acts, because in fact there will be an intersection of the interstate border of the World Government and the "red" government. Inconveniences and disagreements created by such a process will cause discontent, both on the part of Earthlings and on the part of "Martians". The result will be a negotiation process between the leaders of the two states, who will adopt a resolution on the creation of a single confederate state with a single legislation and material and technical base.
